  10. Add enough heavy whipping cream to make potatoes just turn color.
  11. Salt and pepper to taste.

That may seem like too much garlic, but believe me, it's the perfect amount. Slice off the very top of the garlic head. Drizzle head with olive oil and wrap in foil.
